Passports are, generally, only given to citizens of the City State, HOWEVER: Non-Citizens may, upon request and payment of the appropriate fees, be issued a Passport where there is a need for a second passport. The Department of Immigration and Citizenship is responsible for the issuance of Passports and for the collection of the attendant fees.

All Citizens are automatically issued a Passport regardless of age, position, employment or any other factor and such Passports are issued without fee.

Non-Citizen Passport holders must, through the Department of Immigration and Citizenship, complete the Passport Application and pay the Passport Issuance Fee. The Passport Issuance Fee must be paid in advance but is completely refundable should the Passport be denied.

The Passport, for Citizens and/or Non-Citizens permits the holder the ability to travel internationally. Within the City State the Passport may also, at the discretion of the Passport holder, be used as a form of primary identification. Passport holders are, whether Citizens and/or Non-Citizens, entitled to the full protection of the Department of Immigration and Citizenship, the Department of Relations with Foreign States and the protection of the Military.

The Citizens and non-citizen Passport holders of the City State have the right to enter upon the following lands without examination by an Immigration Officer :


  • Civitas Urbis Zavarella Verus (all Provinces)

  • The Village of Asselsville (Extraterritorial)

  • Peanaswhistle Township (Extraterritorial)

  • City of Dungstown (Extraterritorial)

For international travel the immigration and citizenship officials of that nation / state are solely responsible for their own entry requirement(s).
