General Information














Civitas Urbis De Zavarella was founded upon a Referendum of the Citizens, upon the Decree of Parliament and ratified by the Head of State, His Grace, the Duke, through his sovereign authority. It is a distinct sovereign State recognized under law and maintains various relations with other States and Juridical Entities. Notwithstanding the incorrect and false claims made by the Vatican City State (Stato della Città del Vaticano) that: "Vatican City is the smallest independent state in the world in terms of inhabitants and size" (http://www.vaticanstate.va), this is, in fact, not true. Civitas Urbis De Zavarella is, in fact, the smallest independent state in both geography and population: Vatican City has 438 more inhabitants and is 41.7 hectares (38 acres) greater in size.

The City State carries out its mission of bettering humanity, protecting its citizens, and promoting the purpose of peace and justice through the various specific and local Departments that constitute its central government. This is made up of the Head of State (the Duke) and Parliament, the Departments and Orders that assist him in carrying out his responsibilities towards the City State. A unique aspect of the City State is the ability of the citizens, or any citizen, to propose laws for inclusion in the Code of the City State; these are proposed to Parliament and, further, ratified by the Head of State.
