Passports are, generally, only given to citizens of the City State, HOWEVER: Non-Citizens may, upon request and payment of the appropriate fees, be issued a Passport where there is a need for a second passport. The Department of Immigration and Citizenship is responsible for the issuance of Passports and for the collection of the attendant fees.

All Citizens are automatically issued a Passport regardless of age, position, employment or any other factor and such Passports are issued without fee.

Non-Citizen Passport holders must, through the Department of Immigration and Citizenship, complete the Passport Application and pay the Passport Issuance Fee. The Passport Issuance Fee must be paid in advance but is completely refundable should the Passport be denied.

The Passport, for Citizens and/or Non-Citizens permits the holder the ability to travel internationally. Within the City State the Passport may also, at the discretion of the Passport holder, be used as a form of primary identification. Passport holders are, whether Citizens and/or Non-Citizens, entitled to the full protection of the Department of Immigration and Citizenship, the Department of Relations with Foreign States and the protection of the Military.

The Citizens and non-citizen Passport holders of the City State have the right to enter upon the following lands without examination by an Immigration Officer :


  • Civitas Urbis Zavarella Verus (all Provinces)

  • The Village of Asselsville (Extraterritorial)

  • Peanaswhistle Township (Extraterritorial)

  • City of Dungstown (Extraterritorial)

For international travel the immigration and citizenship officials of that nation / state are solely responsible for their own entry requirement(s).

VISA & Temporary Entry














Civitas Urbis De Zavarella (The City State of Zavarella) requires a Visa for visitors and for residency. Passports are, under certain circumstances, available to non-citizens such as residents and, in other instances (though rarely issued) to persons having a legitimate need for a Passport issued by the City State; such is determined on an individual basis. The Department of Immigration and Citizenship is responsible for the issuing of Visas and Passports.

IMPORTANT NOTICE: As of April 1, 2008, all visitors seeking entry to the City State are required to hold a Visa issued from the Department of Immigration and Citizenship. You may apply for a Visa in two manners:

1) Apply online in advance (preferred), OR

2) Apply to an Immigration Officer at the Gates to the Place de la République (please note that there is no guarantee that an application made in this manner will be granted and that you will be required to wait (from 10 minutes to 24 hours). The Milita will strictly repel and arrest or deport any attempt to enter the City State from other than the Place de la République).

The City State and Department of Immigration and Citizenship carries out its mission through the issuance of documents for entry and exit to the City State (proper) or to any of the Extraterritorial Possessions of the City State.

It should be clearly understood that while the City State Welcomes and Enjoys the presence of visitors and Tourists the Department of Immigration and Citizenship will seriously and deliberately enforce the Code of the City State as relates to entry and exit to the territories. All violations of the Code will be enforced by the Militia and / or Military by and through the Department of Immigration and Citizenship.

We Welcome and Invite you to visit and tour the City State! Visitors and Tourists provide great diversity and diversion to us and we are excited for your visit! We invite you to explore everything the City State has to offer: recreation, observing the workings of government, with direct access to officials, participating in our events, Holy Days, Holidays, Festivals and Competitions and even the opportunity to train with the Militia. A Visa will be granted upon the review of an Immigration Officer of the Department of Immigration and Citizenship. All undesirables will be denied a Visa.
