Passports are, generally, only given to citizens of the City State, HOWEVER: Non-Citizens may, upon request and payment of the appropriate fees, be issued a Passport where there is a need for a second passport. The Department of Immigration and Citizenship is responsible for the issuance of Passports and for the collection of the attendant fees.

All Citizens are automatically issued a Passport regardless of age, position, employment or any other factor and such Passports are issued without fee.

Non-Citizen Passport holders must, through the Department of Immigration and Citizenship, complete the Passport Application and pay the Passport Issuance Fee. The Passport Issuance Fee must be paid in advance but is completely refundable should the Passport be denied.

The Passport, for Citizens and/or Non-Citizens permits the holder the ability to travel internationally. Within the City State the Passport may also, at the discretion of the Passport holder, be used as a form of primary identification. Passport holders are, whether Citizens and/or Non-Citizens, entitled to the full protection of the Department of Immigration and Citizenship, the Department of Relations with Foreign States and the protection of the Military.

The Citizens and non-citizen Passport holders of the City State have the right to enter upon the following lands without examination by an Immigration Officer :

The Village of Asselsville (Extraterritorial)

Peanaswhistle Township (Extraterritorial)

City of Dungstown (Extraterritorial)

For international travel the immigration and citizenship officials of that nation / state are solely responsible for their own entry requirement(s).

VISA & Temporary Entry

Civitas Urbis De Zavarella (The City State of Zavarella) requires a Visa for visitors and for residency. Passports are, under certain circumstances, available to non-citizens such as residents and, in other instances (though rarely issued) to persons having a legitimate need for a Passport issued by the City State; such is determined on an individual basis. The Department of Immigration and Citizenship is responsible for the issuing of Visas and Passports.

IMPORTANT NOTICE: As of April 1, 2008, all visitors seeking entry to the City State are required to hold a Visa issued from the Department of Immigration and Citizenship. You may apply for a Visa in two manners:

1) Apply online in advance (preferred), OR

2) Apply to an Immigration Officer at the Gates to the Place de la République (please note that there is no guarantee that an application made in this manner will be granted and that you will be required to wait (from 10 minutes to 24 hours). The Milita will strictly repel and arrest or deport any attempt to enter the City State from other than the Place de la République).

The City State and Department of Immigration and Citizenship carries out its mission through the issuance of documents for entry and exit to the City State (proper) or to any of the Extraterritorial Possessions of the City State.

It should be clearly understood that while the City State Welcomes and Enjoys the presence of visitors and Tourists the Department of Immigration and Citizenship will seriously and deliberately enforce the Code of the City State as relates to entry and exit to the territories. All violations of the Code will be enforced by the Militia and / or Military by and through the Department of Immigration and Citizenship.

We Welcome and Invite you to visit and tour the City State! Visitors and Tourists provide great diversity and diversion to us and we are excited for your visit! We invite you to explore everything the City State has to offer: recreation, observing the workings of government, with direct access to officials, participating in our events, Holy Days, Holidays, Festivals and Competitions and even the opportunity to train with the Militia. A Visa will be granted upon the review of an Immigration Officer of the Department of Immigration and Citizenship. All undesirables will be denied a Visa.

The City State holds claims upon a number of lands, some in dispute as a result of past military conflicts. Unless you desire to risk a battlefield tour and the possibility of terrorist attacks the City State can not recommend that you visit these areas for tourism purposes, however, the City State does offer tours (for those interested in battlefield explorations) accompanied by a member / members of the Militia.

The City State (proper) (Civitas Urbis Zavarella Verus) offers a number of tourist venues, both historical and fun, and for visitors of all ages. Though we make every effort to make all venues accessible some are not always so. Please consider the nature of the attraction you wish to view and, further, certain venues will be subject to immediate closure in the case of security purposes.

1) Place de la République and City Gates: The City Gates feature various inscriptions and changing decorations (both seasonal and for tributes to the Orders and other historical, religious or cultural celebrations and events).

Sport: An important part of the life of the City State, sport is used for both recreational and military training purposes. The City State (proper) includes a competition size pool, bocce and boulé, Tennis and Basketball Arena, hunting grounds, trail walking and hiking, martial arts classes and competitions (ninjutsu, jujutsu, minna jiu jitsu, bojutsu, kenjutsu and taijutsu), and Footballini (a version of football (soccer) unique to the City State. Each year there is a procession along the Via Olimpica and competitions sponsored by Parliament and the Department of Arts and Recreation.

Zoological Park and Wildlife: The Zoological Park contains a numbers of species, some part of the permanent possession of the City State and others on lease on a revolving basis. Among the species in the Zoological Park: Japanese Dog, Japanese Pussy, Italian Dog, Italian Pussy, German Pussy, Italian / Brazilian Pussy, Chimpanzee, Monkey, various Aquatic animals, insects and lizards, Italian and Ukrainian snakes and peckers. Wildlife present include deer, werewolves, many varieties of birds including cardinals, robbins, blue jays, woodpeckers, humming birds.

Peanaswhistle Township: The Sovereign and Military Order of Santa Nicola (Order of Saint Nicholas) engaged in the Battle of the Peanasis against a savage and uncivilized clan called the Mercer Clan. The Mercer Clan was engaged in organized criminal activity. The culmination of the City State's military exploration into Peanaswhistle Township began when a citizen of the City State was abducted by the Mercer Clan and taken to their town. The Battle of the Peanasis destroyed most of the Mercer Clan and was a tremendous demonstration of the military prowess of the Order of Santa Nicola (Order of Saint Nicholas); the exception to this victory was the escape of the clan leader Grover Mercer. To this day, all Knights of the Order of Santa Nicola (Order of Saint Nicholas) make, among their other oaths of chivalry, a commitment to capturing or eliminating Grover Mercer. The Head of State and the Parliament have issued a Dead-or-Alive bounty for the capture or elimination of Grover Mercer.

The Village of Asselsville: During the Battle of the Ears the Sovereign and Military Order of the Blue Cross and the Sovereign and Military Order of Santa Nicola (Order of Saint Nicholas) conquered this village. The Assels, a violent people with a particular aggression against children were conquered but have refused to peacefully accept their defeat and continue terrorist-like attacks against the government. The Orders, therefore, have deployed continuing attacks reducing most of the hillbilly shacks to rubble.

ORDER OF THE GOLDEN LION

The history of the Order of the Golden Lion begins with the Battle of Dungstown. The Order, having defended the City State against the Dungs, a clan of organized and vicious criminals, proved its military, strategic ability and its unrivaled loyalty. Though the Order has suffered many casualties it continues to exist and thrive to this day. The Stemma (Coat of Arms) of the Order was modified, by Decree of the Head of State, to include a Catherine's Wheel (a symbol of sacrifice recalling the martyrdom of Saint Catherine of the Sinai) as a tribute to the sacrifice made by the Knights of the Order of the Golden Lion and their commitment to fight to the death to protect the City State.

The Order of the Golden Lion is bestowed upon those who demonstrate the qualities of courage and loyalty.

The most ferocious warriors comprise the Order of Santa Nicola (Order of Saint Nicholas) (Order of Saint Nicholas). Though ferocious, they are also charitable and protective of the weak and vulnerable: this is the special commitment of the Knights of the Order. Following in the path of Saint Nicholas, the Knights are guardians of the young and vulnerable and extend their spirit of generosity to such persons even in their physical defense. The original Knights of the Order were also members of the Pontifical Equestrian Order of the Holy Sepulchre of Jerusalem (a juridical person under the law of the Holy See and the Vatican City State). .

The Order of Santa Nicola (Order of Saint Nicholas) is a great honor and must be bestowed upon each Knight or Lady of the Order by an Act of Parliament and personally approved by His Grace, the Duke.

The Blue Cross is the most ancient Order of the City State and all of the original Knights of the Order were also members of the Pontifical Equestrian Order of the Holy Sepulchre of Jerusalem (a juridical person under the law of the Holy See and the Vatican City State). Only the most dedicated and courageous are admitted to this Order. Members of the Order of the Blue Cross are engaged in both charitable and military activities, preserving their original charge as Knights of the Equestrian Order of the Holy Sepulchre of Jerusalem.

The Order is only given to the strongest of candidates who are willing to make great sacrifices in the service of the Order and of the City State. It is a great privilege to be admitted to the Order of the Blue Cross and may only be given by the Head of State, His Grace, the Duke.

Civitas Urbis De Zavarella was founded upon a Referendum of the Citizens, upon the Decree of Parliament and ratified by the Head of State, His Grace, the Duke, through his sovereign authority. It is a distinct sovereign State recognized under law and maintains various relations with other States and Juridical Entities. Notwithstanding the incorrect and false claims made by the Vatican City State (Stato della Città del Vaticano) that: "Vatican City is the smallest independent state in the world in terms of inhabitants and size" (http://www.vaticanstate.va), this is, in fact, not true. Civitas Urbis De Zavarella is, in fact, the smallest independent state in both geography and population: Vatican City has 438 more inhabitants and is 41.7 hectares (38 acres) greater in size.

The City State carries out its mission of bettering humanity, protecting its citizens, and promoting the purpose of peace and justice through the various specific and local Departments that constitute its central government. This is made up of the Head of State (the Duke) and Parliament, the Departments and Orders that assist him in carrying out his responsibilities towards the City State. A unique aspect of the City State is the ability of the citizens, or any citizen, to propose laws for inclusion in the Code of the City State; these are proposed to Parliament and, further, ratified by the Head of State.
